Use ISO-8859-1 when transforming html pages that are "encoded" using GB1232 as most GB1232 pages are really encoded by something like GBK, and 8859 is transparent although the 16-bit chars are not recognizable inside JS.

If a blocked URL contains ".gif" in the query, then send a 1*1 transparent image instead of an empty html page (when the path of the URL indicates an html type, e.g. ends with ".php").

Workaround for sites that think "latin-1" is a valid charset name. This made transform filters fail as GB didn't know how to encode the response text as bytes. Reported by Maxx.
